Parks Zeigler was founded in 2012 by Kellam T. Parks as a solo practice, with his desire to integrate modern technologies into the practice of law to best serve clients. The firm became Parks Zeigler in 2015 after Brandon Zeigler, a former partner and friend of Parks, joined the firm as a co-owner.

With their combined experience, expertise and reputations, Parks Zeigler quickly grew, now providing legal services in 11 practice areas across two states, with its three offices in Elizabeth City, Virginia Beach, Virginia, and Chesapeake, Virginia.

Parks Zeigler’s Elizabeth City office opened in 2018 after Andy Shilling joined the firm to found their North Carolina practice and to become the managing partner of the Elizabeth City office. Shilling is a long-time resident of North Carolina who focuses his practice on mediation, estate planning, family law, criminal defense, DUI defense and traffic law.
Since its opening in 2018, the Elizabeth City office has grown to three attorneys, with additional staff made up of North Carolina residents. The Elizabeth City team is fully dedicated to making a positive difference in the lives of their clients and our communities.

Parks Zeigler represents clients from eleven counties in North Carolina, including Beaufort, Camden, Chowan, Currituck, Dare, Gates, Martin, Pasquotank, Perquimans, Tyrrell and Washington. In North Carolina, Parks Zeigler covers an array of practice areas consisting of family law, criminal, traffic and DWI defense, estate planning, business law, civil litigation, cybersecurity and data privacy, veteran’s benefits and mediation. This year alone, the Elizabeth City office has served more than 700 clients and that number continues to grow as they prove their value to the community.

In addition to serving clients, Parks Zeigler is actively involved in volunteer work, supporting nonprofit organizations and sponsoring community events as a sign of their gratitude for the community’s support.
In North Carolina, the firm has supported and/or participated in the Coast Guard Marathon, Camden Christmas Parade, NCTOA SWAT Competition, Elizabeth City Benefits Fair and the Camden Heritage Festival. While supporting larger community events, Parks Zeigler also participates in more personal acts of gratitude, such as delivering donuts to judicial staff across the First District during the holiday season and was also awarded Best Law Firm in The Best of Albemarle 2025.
