Will a Government Shutdown Affect Veterans Benefits or Military Retirement Pay?

Here’s What You Need to Know:

As we approach the possibility of a federal government shutdown in 2025, many veterans, military retirees, and former spouses who receive benefits from the VA or DOD are understandably concerned about how this might impact their benefits, payments, and medical care. As attorneys with experience navigating military law and the federal benefit systems, we at Parks Zeigler want to offer some information to help cut through the confusion.

First, What Is a Government Shutdown?

A government shutdown occurs when Congress does not pass legislation to fund federal agencies and programs. This leads to a lapse in appropriations, resulting in the temporary closure or limited operation of various federal services.

However, it’s important to note that not all government functions stop during a shutdown. Some are considered “essential” or are funded through mandatory spending laws—meaning they continue even without new budget legislation.

How Are Veterans Benefits Affected?

The Department of Veterans Affairs (VA) operates largely on mandatory spending, which is not subject to annual congressional appropriations in the same way as discretionary spending. The VA is also funded a year in advance. This is crucial because:

VA Benefits Will Continue Even During a Shutdown

  • Disability compensation, pension payments, education benefits (like the GI Bill), and survivor benefits will continue to be paid
  • The VA’s healthcare system (including VA hospitals and clinics) will remain operational. Medical services for veterans are considered essential and will continue uninterrupted.

In previous shutdowns, the VA made it clear that even its ability to process claims and provide support services remains intact for a significant time, even if some nonessential administrative activities may slow down.

What About Military Retirement Pay?

This is another common concern, and the good news is equally reassuring.

Military Retirement Pay Is Not Affected by a Government Shutdown

  • Military retirement and Survivor Benefit Plan (SBP) payments are made through mandatory spending.
  • These payments are handled by the Defense Finance and Accounting Service (DFAS) and are not interrupted during a government shutdown.
  • In prior shutdowns, retirees have continued receiving their monthly payments on time—and there is no indication that this would change.

What Could Be Delayed?

While core benefits are protected, there may be limited delays in the following areas:

  • Customer service may be slower if VA or DFAS employees are furloughed.
  • Processing new claims or appeals might take longer if certain administrative staff are not working during the shutdown.
  • Some VA outreach events or non-critical programs may be paused temporarily.

Final Thoughts: Stay Informed, But Don’t Panic

The prospect of a government shutdown can create uncertainty, but for veterans and military retirees, the fundamental takeaway is this: your core benefits (financial and medical) are protected by law and are not at risk of being stopped or delayed during a shutdown.

Above all, please know that the system is designed to protect those who have served. Even during times of political gridlock, your earned benefits remain a priority.
